If you have an entrepreneurial spirit and are passionate about making a difference, we invite you to join our growing team. The IT Software Procurement Manager is an individual contributor role reporting to the Senior Director of IT Procurement. This role will be responsible for the category management of software, cloud services, IT implementation services and transactional support within the Enterprise Shared Services organization.

Additional responsibilities include:
  • IT Category Management Support of IT software and implementation services spend:
    • Engage cross-functional and cross-business teams in software, cloud services and implementation services category management;
    • Assist in developing software category strategy to minimize risk, leverage spend, support business initiatives and prepare for future technologies;
    • Assist in executing software category sourcing strategy in line with company processes, including supplier due diligence, capability and risk assessments, requirements collection, RFP creation, proposal analysis, negotiations, support business case development, redline contract terms and complete required sourcing project documentation;
    • Use a wide range of tools to analyze the software category (spend, market and supplier analysis);
    • Guide stakeholders through the various IT Governance processes;
    • Support and advise stakeholders to ensure supplier statements of work include the necessary requirements, payment milestones and other risk mitigations and considerations to improve the chances of a successful engagement;
    • Serve as a point of escalation for issues related to supplier performance (work with stakeholders to review and assess progress and compliance to contract);
    • With guidance from Legal team, negotiate IT supplier contracts including master agreements and statements of work on BAE or supplier paper. Collaboratively work with the required Legal, Finance, Insurance/Risk, Data Privacy, Business, IT and other stakeholders to agree on the contract terms with the supplier. Seek Legal and leadership approval for any onerous terms and conditions;
    • Professionally communicate with senior leaders (verbally and in writing) on the status of the IT category strategy, specific supplier deals, related risks and any savings objectives and future savings or cost avoidance projections;
    • Own, track and deliver on Indirect Procurement metrics and objectives, both Year over Year (YOY) and Year to Date.
  • IT Operational Support:
    • Work in the Coupa and Deltek environments to place compliant IT Purchase Orders (POs) in support of the Enterprise Shared Services business, in accordance to policies and procedures;
    • Coordinate with sector business and finance stakeholders on funding for enterprise procurements;
    • Manage administrative PO change requests including, change of requestor name, account codes, value changes and schedules;
    • Ensure cost impacting PO change requests are sufficiently supported with the appropriate contract documentation;
    • Assist accounts payable and internal stakeholders to reconcile nonconforming invoices;
    • Document procurement files in accordance with procedures to show that competent consideration has been given to all factors essential to effective and economical procurement;
    • Follow Procurement policies and procedures, including strict adherence to Separation of Duty and Delegation of Authority requirements.

Required Skills and Education
  • Bachelor's degree and 10+ years of related Procurement experience;
  • Knowledge and experience related to sourcing IT products and services;
  • Adept with stakeholder management, communication and influencing skills;
  • Excellent business acumen with extensive negotiation skills;
  • Ability to see the big picture and balance with attention to detail when appropriate;
  • Sound commercial/contracting knowledge to enable effective contracting with suppliers and working with Legal to negotiate terms and conditions;
  • Strong problem-solving skills with the ability to evaluate complex issues and make informed critical business decisions, driving to resolution;
  • Understands business processes and helps improve current ways of working to increase efficiency, create best practices and drive collaboration;
  • Excellent organizational skills and ability to manage multiple tasks simultaneously;
  • Prioritizes work to accomplish objectives;
  • Self-starter with the ability to work independently and as part of a larger team;
  • Highly developed relationship building, networking capability with the ability to engage, communication, negotiate and influence at different levels both internally and externally.

Preferred Skills and Education
  • Familiarity with sourcing requirements and challenges in the defense industry;
  • Experience negotiating large, single-sourced agreements with IT software suppliers including engineering tools providers;
  • Experience directly or indirectly managing a team.
