The Military Avionics and Helicopters (MA&H) Subcontracts organization, part of Collins Aerospace Avionics business unit, is seeking an individual with extensive project or program management experience with engineering efforts to oversee Collins strategic ASIC (Application Specific Integrated Circuits) and FPGA (Field-Programmable Gate Arrays) third-party development activities. ASIC developments are generational corporate investments that are key in defining long-term product roadmaps and determine how Collins will resolve customer needs for years to come. This role is a great opportunity for an individual looking to transition from a more technical focused role to one that is exposes them to the entire Value Stream. Demonstrating and developing the skill to bridge technical and programmatic considerations within Subcontracts opens many future opportunities within Value Stream Leadership and Operations.

ASIC and FPGA developments are typically focused on the acquisition of engineering services and/or intellectual property from third-parties. As such, this role collaborates with suppliers to ensure compliance with contractual obligations, project milestones, deliverable artifacts, cost, schedule, and supplier performance. It is management of the total life cycle of ASIC devices and/or FPGA code development in partnership with third-party suppliers, ranging from early-engagement on technical requirements definition to end-of-life obsolescence management.

This position is for a seasoned project or program management professional, preferably with a technical background (Engineering, Computer Science, Applied Physics, etc.), who can work independently leading complex technical programs. Additionally, this role will plan and develop subcontract strategies through all program phases, inception through completion. This role requires working closely with engineering and designers to understand the requirements of the project and assist in the development of solutions that meet those requirements.

What You Will Do:

  • Establish domain knowledge of ASIC and FPGA supply base to support engineering teams with technology and supplier capability assessments prior to authorization to pursue phase of program.
  • Develop collaborative relationships with Engineering and Value Stream Leaders to ensure early engagement in defining clear scope of work and source competent suppliers.
  • Establish and maintain professional and productive relationships with suppliers – Subcontract Program Manager is the face of Collins with key supplier partners.
  • Orchestrate authoring of Statements of Work (SOWs) for ASIC/FPGA development efforts.
  • Establish key performance indicators (KPI’s) to track supplier performance objectively.
  • Leverage knowledge of engineering development lifecycle to align internal and external interdependencies to ensure feasible execution schedules with program office and engineering.
  • Actively manage supply chain-related program risk, propose, and initiate mitigations and corrective actions.
  • Present to program management, functional and business leaders on the status and issues affecting contract performance, cost, and program execution risk.
  • As a seasoned programmatic leader mentoring team members is a core function of the role, supporting team development activities.

Qualifications You Must Have:

  • U.S. Person (U.S. citizen, permanent resident, or granted refugee or asylee status) as defined here:
  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
  • Minimum of 7 years of relevant Aerospace/Defense industry with experience in engineering, program management, subcontracts management, supply chain management or related roles.

Qualification We Prefer:

  • STEM Degree is preferred.
  • A skills background in ASIC/FPGA; design flow, development processes, requirements definition, verification and production is highly desirable.
  • Knowledge of industry standards and best practices for ASIC/FPGA design and development.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to prioritize activities, manage conflicting priorities and urgently respond to unforeseen developments.
  • Strong leadership, interpersonal and team-building skills.
  • Experienced with formal risk management and program management methods.
  • Willingness to travel domestically and internationally.
  • Willingness to support calls with international suppliers outside of core business hours.
  • Understanding of Global Trade Compliance considerations for ITAR products and other Import/Export related topics.

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
