The Communication Security (COMSEC) Manager, RSS Special Programs Security is responsible for collaborating internally and externally, across RI&S business units and government program offices to understand requirements and meet business and COMSEC objectives. The ideal candidate will be expected to partner with Cyber and Industrial Security Managers to collaborate on policies and provide guidance to solve complex issues. This role serves as a subject matter expert on Key Management Infrastructure (KMI)/COMSEC in Special Programs security. Additionally, the candidate shall interpret government COMSEC requirements and develop strategies for the implementation of COMSEC processes. The COMSEC Manager will enable mission success through proactively planning, leading, and implementing COMSEC support, processes, and procedures throughout the program. This position reports directly to the Senior Security Manager, RSS Security. Using innovated approaches, the candidate’s system/network experience and skills will be challenged by providing day-to-day support to an ever-growing multi-tasking work environment. In this fast-paced environment, the candidate will routinely work directly with Government logistic support, DoD Controlling Authorities, Analysts, Government and Industrial Security/COMSEC Professionals, Program Management, Company Supply Chain, Various Type-1 MFRs, Fleet Support Units/KOAMS, and end-users, enabling their ability to respond to emerging world events. Candidates for this position must have an active Top Secret SSBI security clearance, be able to obtain a Top-Secret SCI security clearance and pass a polygraph. This multi-faceted COMSEC position will be responsible for supporting the receipt, custody, issuance, safeguard, accounting, training (creating/education), account to account transfers, loading COMSEC hardware, and assist with the development of new and updating existing processes/procedures for the Key Management Infrastructure (KMI). Conduct self-audits/audits and coordinate with government (USN) and NSA KMI PO to facilitate COMSEC inspections/audits with local KMI account and Fleet Support Sites. This position will also include some traveling in support of the Program’s Field Operations.
Must have an active Top-Secret Clearance
10 years in Management/Leadership (10 personnel or more)
8 years in COMSEC/KMI community
5 years as an Alternative KOAM and/or KOAM
Full Understanding of NSA/CSS Manual 3-16
Experience with Committee on National Security Systems (CNSSI) 40005
Excellent written and verbal communication skills
Proficient computer skills (MS Word, Excel, PowerPoint, Visio, Project)
Active DoD 8570.01M Certification (Certificate) and/or Security +
Bachelor's Degree preferred

5 years in Special Access Programs (SAP) community
Active Key Management Infrastructure (KMI) Certification
COMSEC Hardware Configuration Mgmt., Troubleshooting skills, TACLANE networking
Experience with GD TACLANES, KG-540's, vIPers, STE's, RT Radios troubleshoot, installation, configuration, and load/fill procedures
Experience with Electronic Key Management System (EKMS Series)
Experience with Electronic Key Management System (EKMS) – B and the entire EKMS series
Experience with Committee on National Security Systems (CNSSI) Number 4005
Safeguarding Communication Security (COMSEC) Facilities and Materials
Experience with Committee on National Security Telecommunications and Information Systems Security (NSTISSI) Number 4001 Controlled Cryptographic Items
Experience with handling, loading and software updates of various electronic key loaders (KIK-20, SKL, KYK-11)
Experience with the ordering of COMSEC Material (Electronic Keymat, Codebooks, and Equipment)
Experience with the management, initial installation and updates of Secure Terminals (STEs)
Experience with installation and management of vIPers
Requires practical knowledge in leading and managing the execution of processes, projects and tactics within one work area.
Typically has broad knowledge and skills within a specific technical or professional discipline with understanding of the impact of work on other areas of the organization.
A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience
Engineering/Other Technical Positions:
Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations.
