Job Summary

This position reports directly to the Manager of Software Configuration Management (SCM), and is responsible for supervising SCM projects, resources, tools, and staff.  Supervises all phases of assigned software configuration management project(s) from inception through completion. Works closely with the SCM Manager, project managers, project engineers, other functional management, and internal staff in development and execution of project plans. Works with hardware and system configuration management and data management teams to ensure compliance with business process requirements. Responsible for performance and quality objectives of the SCM team. Represents the team with internal customers while ensuring quality is maintained. Majority of liaison is on an internal basis with SCM functional management, project managers, project engineers, and subordinates. Liaison normally involves specific phases of a project or operation.

  • Ensures configuration management activities related to planning, identification, control, status accounting, verification and audit of software are in accordance with regulatory and contractual requirements
  • Lead the software Build and Release process, while developing techniques that are supported by IEEE 828 and EIA-649 industry standards and best practices
  • Lead functional and physical configuration audits of software work products, interact with customers on audits, and drive actions to closure
  • Create, implement, and maintain SCM Plans
  • Represent and promote SCM in program reviews, presenting relevant data and defending program technical issues
  • Promote the use of the Atlassian tool suite, and other SCM tools, on all programs
  • Administers and executes SCM policies and procedures to implement and process engineering documents for all assigned projects to ensure compliance with policies and scheduling requirements
  • Monitors daily operations of team and actively assists or provides direction to subordinates as required to ensure project(s) are completed to requirements and schedule
  • Ensures the accuracy of current contractual reporting requirements through review of work project notifications
  • Ensures adherence to policies and procedures for storage, retention and destruction of company records, processing, filming, storing, and retrieving current and historical design, technical and programmatic documents according to project, customer, and company practices and requirements
  • Participates in the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required talent
  • Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company
  • Expected to identify and clearly communicate issues and status with the SCM manager on a continuous basis
  • Expected to work in a safe manner in accordance with established operating procedures and practices.

Job Qualifications
  • Typically requires a bachelor's degree and six or more years of progressive experience in software configuration management. Equivalent professional experience and certification(s) may be substituted in lieu of education.
  • Must demonstrate a detailed expertise in, and application of configuration and software management concepts and practices. 
  • Must have leadership skills including organizing, scheduling, reporting, conducting, and coordinating work assignments to meet project milestones.  
  • Must be customer focused and possess:
  • The ability and aptitude to effectively communicate with the SCM manager
  • The ability to identify, analyze and interpret SCM issues, and use independent judgment in developing solutions to a variety of moderately complex management and technical problems
  • Experience with Atlassian tools suite, and the ability to learn and use additional software tools (e.g. TeamForge, Artifactory, etc.). Ability to administer these tools desirable
  • Excellent analytical, verbal and written communication skills to accurately document, report, and present findings to a variety of audiences including senior management
  • Knowledge of CSCIs and the ability to establish and maintain configuration baselines for planning, managing, and building systems
  • Knowledge and experience with software documentation such as SDD, SDP, SRS, STP, SVD, etc.
  • Knowledgeable in branching strategies
  • Eligibility to obtain and maintain a DoD Secret clearance
  • Thorough knowledge of IEE 828, EIA-649, ISSS 12207, etc.
  • Knowledge of Windchill PLM desired
  • Excellent interpersonal skills to influence and guide all levels of employees, including project managers and project engineers
  • The ability follow management directions, and to maintain the confidentiality of sensitive information
  • The ability to effectively and efficiently initiate, plan, and manage projects
  • Ability to lead in a team environment is essential as is the ability to work extended hours and travel as required
