Fluor designs and builds the world’s toughest projects. With a combined international and domestic assignee population of over 900 across 30 different countries, Global Mobility is a key component of our success.

The Global Mobility Specialist provides general support and counsel on Global Mobility policies and programs to Human Resource and project teams worldwide and plays a key role in managing the vendor relationships that keep our heavily outsourced program running.

Additionally, this position is responsible for the overall administration and management of our Global Expatriate Program – Fluor Global Expatriates “Global Expats” are project-specific hires from a country where Fluor does not have an existing office/operations center.

Fluor offers flexible work options and a 9/80 work schedule. This position is eligible for in-office, hybrid, or remote working options. Fluor’s Global Mobility COE is located in Aliso Viejo, CA for in-office and hybrid working.

The Global Mobility Specialist will perform a wide range of duties in support of the Global Mobility Program, including:

• Maintain knowledge of, and provide guidance and direction on, Fluor’s Global Mobility policies and procedures
• Serve as key contact for managing Fluor’s external Global Mobility partners, working closely with procurement, finance, and other internal Fluor groups as required
• Participate in Human Resource projects related to Global Mobility
• Make offers of employment, explain the expatriate policy, answer routine questions on the mobility process, and work with project locations worldwide to initiate the mobilization of Global Expatriates to our external partners
• Update and maintain internal employee websites with information related to the Global Mobility program
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreed
• Job-related technical knowledge, including a basic understanding of Global Mobility practices and principles such as compensation, immigration, taxation, relocation, home sales, etc.
• Experience providing consultation to managers and Human Resources staff
• Experience with managing external Global Mobility vendors (RMCs, tax and immigration providers, etc.)
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to accommodate international time zones as required
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, and vendors
• Ability to act independently and attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications
• Accredited four (4) year degree or global equivalent in HR, Psychology, Education, Business, Industrial Relations, Finance, or related field, with significant experience in Human Resources
• Certified Relocation Professional (CRP), Global Mobility Specialist (GMS) or similar applicable accreditation
• Prior experience in Talent Acquisition/Employment useful but not required

• Intermediate to advanced knowledge of cultures and cross-cultural collaboration
• Willingness to learn and desire to understand the company’s organizational structure, corporate culture, and business objectives
• Demonstrated problem-solving skills of a complex nature
• Proficient computer and software skills to include the use of Word, email, spreadsheets, and creating presentations
