Job Description:
Raytheon currently has an opportunity for an experienced professional serving as the Lessons Learned/Assessment Analyst (LLAA) Subject Matter Expert (SME) in the performance of contract responsibilities in support of the Northwest Range Operations and Sustainment (NWROS) contract, Joint Pacific Alaska Range Complex (JPARC) located at Eielson AFB, AK.

The LLAA SME will gather technical metrics, perform assessments, and after-action analysis, and then report results. This function requires assessing overall exercise objectives (Blue Forces objectives) and individual unit objectives against actual Mission Essential Task List (METL)s and Joint Tasks (JT)s events throughout the exercise. The LLAA SME will package and present assessment data and objective comparisons during mid-phase debriefs and final out-briefs during each MFE.

NWROS provides integrated range operations, maintenance, and sustainment in support of joint air and ground combat training and testing for the Unites State Air Force’s (USAF) Headquarters (HQ) Pacific Air Command (PACAF) at the Joint Pacific Alaska Range Complex (JPARC) and select deployed locations within PACAF’s Area of Responsibility (AOR) The NWROS is a turnkey, comprehensive support contract that facilitates sustainment /maintenance of range facilities, planning and execution of exercise and/or daily training mission support and Live-Virtual and Constructive (LVC) integration in support of training. Key tasks include:

  • Assists in supervising the performance of contractual responsibilities
  • Serves as Subject Matter Expert for the capture, consolidation and integration of lessons learned into exercise planning and scenario development.
  • Attend and participate in exercise planning conferences, providing past lessons learned/assessments as required, and aiding exercise participants in formulating training objectives and mission essential task lists (METLs) to meet exercise-related JT and then compile the listings of METLs, objectives, JTs, and schedules.
  • Perform technical data analysis, provide verbal and written feedback, and publish interim reports regarding exercise participant’s ability to achieve unit objectives, METLs, and JTs on a daily basis during exercise periods.
  • Produce daily feedback reports and post as required in the operations area and mission planning cell after each vulnerability period.
  • Monitor, collect, analyze, and archive all data required throughout the exercise.
  • Develop, distribute, manage, and collect post-exercise event participant critiques.
  • Recommend questions/topics based on historical problem areas and/or areas of historically high interest.
  • Compile, analyze, and summarize critique inputs, and then provide products with recommendations for corrective actions to 353 CTS.
  • Aid exercise execution personnel in publishing a comprehensive After Action Report, including all lessons learned and/or technical insight into why or why not objectives, METLs, and/or JTs were met or not met.
  • Enter after action reports and significant findings into the Air Force Joint Lessons Learned Information System.
  • Provide TDY support for planning events and/or Lessons Learned/Assessments processes to other MFE/LFEs as directed by PACAF. TDYs will not be coincident with RF-A, and will be limited to 2 two-week events per year.
  • Provide and present previous MFE assessments as required during scenario development session and exercise planning conferences.
  • Archive all after-action and supporting reports and data on local classified/unclassified servers and web-based systems.

Required Skills:

  • Air Force Specialty Code (AFSC) 11F, Fighter Pilot equivalent technical expertise to gather, develop, analyze, promulgate, and apply Lessons Learned associated with MFEs.
  • Ability to obtain/retain a Top Secret/SCI clearance.
  • Extensive knowledge of SOF and Conventional TTPs, JMET and UJTL.
  • Excellent problem-solving skills and ability to timely implement new solutions.
  • Excellent oral and written communication skills with demonstrated ability to conduct presentations in front of senior level management and customers.
  • Solid computer skills, including Microsoft Office Suite.
  • Strong inter-personal skills and demonstrated ability to work across diverse groups of people and at all levels of an organization.
  • Reside near or be willing to relocate to the vicinity of Fairbanks/Eielson Air Force Base, Alaska.
  • Experience planning/executing large Joint/Combined exercises.

Desired Skills:

  • Graduate of MEL 4 (USN War College, Army or Air Command& Staff College).
  • Experience in planning/executing large exercises.
  • Comprehensive knowledge of exercise design and conversant in Joint Fires, Air and Ground tactics, capabilities and equipment.
  • Experience working with constructive simulation and LVC-IA systems.
  • Experience supporting live fire range operations for both direct fire and air delivered munitions.

Required Education:
Bachelors’ Degree Management, Training a& Development, or a related field. Equivalent work experience may be considered in lieu of education requirement.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
