Raytheon Technologies has an exciting opportunity for a Manager, Estimating and Pricing to join our team in supporting proposal and capture efforts within the Intelligence and Space business. This role will support a primarily Remote work arrangement. In this position you will focus on supporting several competitive, strategic proposal efforts, international opportunities, as well as follow-on DoD pursuits. You will support capture efforts and timely management of early gate reviews, process compliance and transitions to the cost volume team. Collaboration is key as you will work on a team to formulate decisions, pricing, and win strategies. This is a highly visible position that will require extensive collaboration with cross-functional proposal teams, subcontractors, customers and senior management. The ability to work under deadlines and constraints as well as have the ability to multitask are critical skills for this role. This position requires the ability to provide top level proposal planning and control guidance as well as the ability to summarize, package, and present information to all levels of management.


Primary responsibilities include:

  • Managing a diverse portfolio of proposal activities

  • Developing proposal pricing strategy and business case ROI modeling

  • Cultivating a cohesive proposal team

  • Driving compliance to FAR/DFARS, RFP, and estimating system requirements

  • Creating complex cost models and developing robust cost rationale, tests of reasonableness, audit responses, and negotiation strategy

  • Promoting key front end of the business proposal knowledge across the business

  • Facilitate collaboration with members of the Estimating and Pricing Solutions team.


Requirements:

  • Typically, candidates will have a bachelor's degree and 8+ years of relevant experience, or an advanced degree and 5+years of applicable experience. Ideal experience in proposal development & defense finance/accounting,

  • Security Clearance - Active and transferable U.S. Top Secret government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Experience working as a member of an overall proposal or program execution team including program management, finance, contracts, business development, and other functional organizations.

  • Exceptional MS Excel and analytical skills.

  • Strong communication (verbal/written), presentation, and teamwork skills.

  • Experience interacting face-to-face & presenting to senior level management.

  • Ability to understand RTX company proposal related policies, procedures and concepts.

  • Strong organizational skills to manage time and prioritize workload.

  • Ability to work in a very fast paced environment and adapt quickly to a wide range of work assignments and time requirements.

  • Ability to travel to come onsite as needed for proposal efforts.


Desired Qualifications:

  • Conceptual understanding of the Capture/Proposal Process (Gate Review Process).

  • Experience with government regulations related to the development and negotiation of cost proposals (FAR, DFARS, CAS, TINA) and supporting the DCAA/DCMA audit process.

  • Experience developing and executing a growth strategy based on solid strategic planning.

  • Proven ability to influence, lead, and work cross-functionally to achieve results.

  • Proactive, creative, problem solving and decision-making skills.

  • Ability to learn processes quickly and apply knowledge to unique situations.

The salary range for this role is 94,000 USD - 196,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
