Scope of Position
Background:
Mid-Atlantic Offshore Development, LLC is a 50:50 partnership between Shell New Energies US, LLC and EDF Renewables North America. The Joint Venture company was formed to respond to the PJM New Jersey Transmission RFP to meet New Jersey’s goal of facilitating delivery of 7,500 megawatts of offshore wind energy by 2035.
On October 26, 2022, the New Jersey Board of Public Utilities (BPU) selected Mid-Atlantic Offshore Development, LLC and Jersey Central Power & Light Company’s jointly submitted Larrabee Tri-Collector Solution for New Jersey’s inaugural offshore wind coordinated transmission solution under PJM’s State Agreement Approach (SAA).
A key component of the Tri-Collector Solution is the Larrabee Collector Station (LCS), referred to as the Project, that will be developed, constructed, and operated by Mid-Atlantic Offshore Development.
Scope of Job:
This Project Engineering Manager (PEM) is responsible for handling and overseeing all technical coordination of the Project.
Responsibilities
General and Management
- In collaboration with the leads, identify required resources to carry the engineering work
- In collaboration with the leads, develop and maintain a design process and guidelines for the engineering team
Coordinate and manage all engineering work
- Lead the engineering work for the Project.
- Plan and coordinate the execution of the engineering work for the detailed design review for the project
- Serve as technical interface/lead with respective teams, including Development, Permitting, Interconnection, Estimating, Procurement, Resource Assessment and Project Management teams.
- Manage external 3rd-party engineering consultants. Collaborate externally and internally throughout projects in development, with consideration of technical specifications and lessons learned.
- Ensure that the team's requirements and specifications meet industry standards while being forward thinking and innovative
- Coordinate design optimization and identify cost and other improvement opportunities.
- Works closely with development team on permitting requirements to ensure designs meet the specifications.
- Coordinate support to the contracting and procurement team in the technical aspects of negotiating, drafting and reviewing contracts, technical documents or technical and financial proposals
- Lead engineering assurance for the JV, including presenting to shareholder assurance teams, clients and third-party reviewers on project progress and ahead of decision gates
- Coordinate engineering deliverables with EPCs, Utility, ISO, and off-taker with meeting interconnection requirements.
- Execute project engineering management task for project in implementation and construction. Coordinate detailed engineering and work closely with construction team.
Participate in project team meetings, due diligence review and cross discipline cooperation:
- Stimulate continuous improvement and innovation within the team, internally within the JV and between its different business units, as well as through regular exchanges with the other engineering teams within the different divisions of parent companies EDF Renewables and Shell
- Participate in conferences/seminars to stay on the cutting edge of technology and to develop and maintain relationships with potential service providers who can support the team

Qualifications
- Bachelor’s degree in with a major in Engineering or a related field is required
- Minimum 10 years of experience in engineering within the energy industry (US experience preferred)
- Requires diversified knowledge of relevant codes, standards and engineering principles and practices required to produce safe, efficient, reliable, easy to operate and maintain, and cost-effective designs.
- Strong knowledge of electrical substation design, construction and operation
- Experience in management of technical staff
Potential Compensation:
$112,500 to $187,500 Annually
