The Proposal Manager leads proposals through all aspects of the Capture/Proposal Process, centering on compliance, schedule, stakeholder satisfaction, and positive customer feedback. This is a highly collaborative position that includes alignment with Capture Teams and stakeholders.

Core Responsibilities:

Supports and propels a team to design, prepare, create, and deliver winning competitive and sole source proposals on schedule.

Reviews draft proposal artifacts to improve quality.

Ensures timely, effective proposal kickoffs, color teams, peer reviews, and leadership reviews.

Communicates proposal requirements and status to senior management.

Mentors’ junior authors and subject matter experts throughout the proposal and white paper process to produce compliant and compelling content.

Ability to work with technical cyber-SMEs to evaluate material and derive concise, compelling narrative that engages evaluators.

Reviews pricing for accuracy and reasonableness, consistency, and compliance of BOEs, and that the cost volume is responsive to each RFPs requirement.

Responsible for preparation of required Gate 4 sign off packages.

Demonstrates excellent written and oral communication skills across technical exchange meetings, customer presentations, white papers, and proposals.

Supports reuse of proposal materials, deriving new content from master materials and adjusting based on evaluator feedback and customer needs.

Collaborates with business leads to generate compelling white papers on key technologies.

Schedules strategy meetings in coordination with the Capture Manager.

Required Qualifications:

A University Degree or equivalent experience and a minimum 7 years’ prior relevant experience, or an Advanced Degree in a related field and minimum 5 years’ experience.

Advanced knowledge of and proficiency using Microsoft Office Suite.

In absence of a degree, 12 years of effective performance in leading and/or supporting winning proposals.

Has a familiarity with Federal proposal evaluation and scoring processes.

Able to work in a fast-paced environment and manage multiple priorities while meeting critical deadlines.

Advanced technical writing and editing skills.

Independent and self-motivated with minimal supervision required.

Demonstrates organizational skills and interpersonal skills with a team-orientation.

Security Clearance:

Qualified applicants will be subject to a security investigation and must meet minimum requirements for access to classified information. U.S. Citizenship and current TS/SCI clearance is required.

Desired Qualifications:

Experience working captures and pursuits with the DOD and IC.

Strategic planning and demonstrated related work experience.

Demonstrated knowledge of associate contractors and the competitive landscape.

Experience with Federal agencies or equivalent corporate business experience.

Demonstrated ability to collect as well as accurately and objectively present an opportunity or pursuit’s business case at management reviews to facilitate sound business decisions by management.

Demonstrated networking capabilities among various communities, e.g., acquisition officials and leads in DOD and other government agencies

Possesses a working knowledge of proposal pricing tools.

Is adaptable with proven ability to communicate throughout all executive and non-executive levels of the organization.
