Buckeye Partners is currently seeking a Senior Specialist, Process Safety with experience applying principles and practices of process safety management, risk assessment, safety engineering and hazard management in the Oil & Gas Industry to join our growing team!
Role Summary:
The Senior Specialist, Process Safety role is responsible for assisting and maintaining all elements of OSHA Process Safety Management and EPA Risk Management Plan programs, policies and procedures throughout Buckeye.
Essential Duties & Responsibilities include:
- Process Hazard Analysis- leading, coordinating, and maintaining the PHA process. This includes developing/tracking PHA schedule, working with procurement, coordinating between vendors and Operations, attending the analysis/revalidations, tracking action items, and developing processes to ensure actions are closed timely.
- Audits- leading, coordinating, and maintaining the Audit process. This includes developing/tracking Audit schedule, working with procurement, coordinating between vendors and Operations, attending the audit, tracking action items, and developing processes to ensure actions are closed timely.
- PSSR- assist Operations and Projects as needed. QA/QC PSSRs conducted for PSM/RMP covered processes for completion and compliance as needed. Track action items and develop processes to ensure actions are closed timely.
- RMP- oversee, coordinate, and maintain RMP submittals and resubmittals. This includes working with associated personnel to gather information for the submittal and tracking resubmittals to ensure compliance.
- MOC- participate, as required, in MOC process to ensure PSM/RMP requirements are addressed and approve/reject change accordingly.
- Contractors- assist Operations in conducting PSM/RMP contractor evaluations as needed. Work with operations to ensure the process is being followed and in compliance with the regulation.
- KPIs- develop and track key performance indicators for PHA, Audits, PSSR, Contractor evaluations, and other elements of PSM/RMP to highlight the health of the program.
- Other job duties as assigned
Position Requirements:
- Minimum of a BS in Engineering, Health and Safety or advance degree.
- Minimum 8-10 years’ experience in Petrochemical industry, oil and gas applying principles and practices of risk assessment, safety engineering and hazard management.
- Experience in technical safety, systems safety, process safety tools and techniques such as PHA, HAZOP, HAZID or Quantitative Risk Assessment.
- CSP certification preferred.
Up to 40% travel
Certificates & Licenses:
- PSM related certifications are a plus
Other Skills, Attributes and Abilities:
- Good communication skills needed to interact with all levels of the organization including: management, engineering professionals, plant/field operators, maintenance personnel, suppliers, and contractors
- Application of standard work processes (functional excellence), including engineering design standards, engineering operating procedures, inherent safety, HAZOP, etc.
- Working knowledge of key Industry Process Safety standards and processes
- Skillful in Microsoft Office suite of software
- Ability to teach/coach others in process and procedures
Essential Functions:
- This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.
- This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
- This position requires compliance with all personnel policies.
Safety and Physical Requirements:
- The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc.
- The employee is frequently required to effectively communicate with others.
