Job Description
Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.

The Third Party Coordinator (Third-Party Agreement Management Support - Lead) is responsible to:

• Coordinate with the Central Valley team to support the timely delivery of of third party agreements, permits and other deliverables in support of the various Central Valley construction projects (CPs).

• Track, monitor, and report agreement and permit progress and deliver a weekly report to the Third Party Coordination Manager for distribution to Infrastructure Delivery Management, Project Managers, and other supporting staff, as necessary. Communicate concerns regarding third parties that effect stakeholder relationships. Track, monitor and report on the status of third party commitments as they are completed.

• Provide guidance on approach and strategy for effective negotiation to Contract Specialists. Resolve internal and external concerns that are presented during negotiations. Maintain positive relationships with third parties throughout the life of the project. Assist Design-Builders with expediting decisions, agreements, permits and other deliverables.

• Develop, track, and negotiate unique and/or complex agreements. Work directly with the parties to the agreements identify and address concerns. Communicate budget concerns to the responsible parties for resolution and approval.

• Assist the Contract Management Support Unit after the agreement is executed.
Basic Job Requirements
• Accredited four (4) year degree in Engineering or global equivalent in applicable field of study and fourteen (14) years of work-related experience or a or a combination of education and directly related experience equal to eighteen (18) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to, coworkers, management, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications
• Experience with third party agencies, including local agencies, utilities, irrigation districts, railroads on large transportation projects is preferred.
• Ability to speak/read multiple languages
• Possess problem solving, organizational, and conflict resolution skills
• Through understanding of construction operations and support functions
• Ability to collaborate and adapt to changing conditions
• Capable of performing constructability assignments in the office(s) and/or at the site
• Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
