US Navy/US Marine Corps (USN/USMC) Subject Matter Expert

Job Description:
Raytheon currently has an opportunity for an experienced professional serving as the US Navy/US Marine Corps Subject Matter Expert in the performance of contract responsibilities in support of the Northwest Range Operations and Sustainment (NWROS) contract, Joint Pacific Alaska Range Complex (JPARC) located at Eielson AFB, AK.

The USN/USMC SME assists Red Flag - Alaska (RF-A) staff and 353 CTS in supporting USN/USMC aviation and ground units participating in PACAF’s RF-A, NE, and DISTANT FRONTIER exercises. This USN/USMC SME assist in determining Desired Learning Objectives (DLOs) to meet accredited Universal Joint Tasks List (UJTL) and Joint Mission Essential Tasks (JMETs) as they apply to USN/USMC aviation and ground unit’s participation in MFE events. NWROS provides integrated range operations, maintenance, and sustainment in support of joint air and ground combat training and testing for the Unites State Air Force’s (USAF) Headquarters (HQ) Pacific Air Command (PACAF) at the Joint Pacific Alaska Range Complex (JPARC) and select deployed locations within PACAF’s Area of Responsibility (AOR)

The NWROS is a turnkey, comprehensive support contract that facilitates sustainment/maintenance of range facilities, planning and execution of exercise and/or daily training mission support and Live-Virtual and Constructive (LVC) integration in support of training. Key tasks include:

  • Assists in supervising the performance of contractual responsibilities.
  • Serves as Subject Matter Expert for US Navy and US Marine Corps doctrine and Tactics, Techniques and Procedures (TTPs) to include their incorporation into joint exercises.
  • Apply pertinent technical expertise regarding USN/USMC assets to assist in the planning and scenario development of Red Flag-Alaska (RF-A) during all conferences and planning events.
  • Assist USN/USMC participants in operational and logistical planning in order to support RF-A participation.
  • Be the RF-A focal point for USN/USMC participant to RF-A, NE, and/or DISTANT FRONTIER.
  • Provide appropriate answers to questions regarding operations at Eielson AFB, JBER, and the JPARC.
  • Liaise and promote/educate USN/USMC units on joint context associated with RF-A events.
  • Provide recommendations for types and numbers of USN/USMC units desired for optimization RF-A objectives to the government for its determination of the best use of joint exercise training.
  • Identify USN/USMC training capability shortfalls on the JPARC, analyzing, recommending, and supporting installation/operation of technical solutions for integration and effective/efficient operations of multi-Service training systems.
  • Assists the PM in ensuring all deliverables and coordinating with the government POCs/planners to ensure the JPARC fully supports all scheduled Live Fire Exercises/Major Flying Exercises and is prepared and synchronized with exercised training objectives.
  • Develops and sustains working relationships between NWROS, PACAF, 11th Air Force and subordinate elements using/training on JPARC.

Required Skills:

  • Minimum of 10 years of experience in planning/participating in USN/USMC operations.
  • Ability to obtain/retain a Top Secret/SCI clearance.
  • Extensive knowledge of USN/USMC Tactics, Techniques and Procedures (TTPs)
  • Excellent problem-solving skills and ability to timely implement new solutions.
  • Excellent oral and written communication skills with demonstrated ability to conduct presentations in front of senior level management and customers.
  • Solid computer skills, including Microsoft Office Suite.
  • Strong inter-personal skills and demonstrated ability to work across diverse groups of people and at all levels of an organization.
  • Reside near or be willing to relocate to the vicinity of Fairbanks/Eielson Air Force Base, Alaska.
  • Former USN/USMC Aviation Operations Planner or pilot.

Desired Skills:

  • Graduate of MEL 4 (USN War College, Army or Air Command& Staff College).
  • Experience in planning/executing large exercises.
  • Comprehensive knowledge of exercise design and conversant in Joint Fires, Air and Ground tactics, capabilities and equipment.
  • Experience working with constructive simulation and LVC-IA systems.
  • Experience supporting live fire range operations for both direct fire and air delivered munitions.

Required Education:
Bachelors’ Degree Management, Training & Development, or a related field. Equivalent work experience may be considered in lieu of education requirement.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
